Silver is at 20.10 an ounce
The Silver eagle market is around 22$ for a regular date - so thats the bear minimum.
All silver eagles are uncirculated so quality is prob not an issue for you, if they are still in their original case from the mint they are probably ms 67- to ms 69.
Both of your coins are around $34-40.

The bars are just bulk silver. What they look like doesn't matter. The coins have a higher manufacturing cost.
The 1996 uncirculated silver eagle is some what scarce and is selling for $59.50. This date has an added collector value to it besides the silver in it. Please note that silver bullion coins are collected and some dates are scarcer than others so they are worth more than just the silver. A dealer should give you $35-$40 for it depending on his mark up.
I know some people choose to invest in precious metals, such as American Silver Eagle coins. I know someone with a bar of silver bullion also.
My question is, when the time comes in 10, 20 years that they want to cash in their investment, where do they go? It's not like there's a "Precious Metals Exchange Station" next to every Starbucks. Is it difficult to do, and what kind of fee is involved?
Years ago, before Starbucks, my Uncle had a bar of silver. He used it as a door stop in his den. When he went on vacation, he was worried some one would break in and steal his silver bar. So he took it to the bank, but they did not have box big enough. So he had them put it in the bank vault, with the bank's money.
Eventually, the price when up enough, and my Uncle found a bank, that would handle the sale for a price.
Coin dealers may know of some one who handles these sales. Check them out, when you are tired of your door stop.
I called a dealer and he said that I pay $60 over spot to purchase the gold, and that he will buy back gold for $30 over spot. Does that sound like standard practice? And silver is $2.50 over spot to buy and $0.50 to buy back. Todays prices were $931.oz Gold and $14.oz Silver and these were American Eagles.
A premium over spot price is standard practice in the Bullion Market. The amounts you describe are alittle high for gold but good for silver.

New bullion or Circulated
You can get like 90% silver coins for as low as $0.50 over spot.
